inability to comply with the request that he should approach the Governor of Hongkong with a view to the release of the aeroplanes.

The aeroplanes remained at Hongkong until September last, when, as appears from the enclosed copy of a despatch from the Governor of Hongkong to His Majesty's Consul-General at Canton, permission was granted to the consignees of the aeroplanes for shipment to Manila, whence, it appears from the enclosures in Sir Reginald Stubbs' despatch, they were sent to Canton.

I have had the honour to draw attention in

previous despatches to the absence of any effective control by the United States authorities in regard to the smuggling not only of aircraft but of actual munitions of war into Canton, and the present case suffices to show that there is practically no restraint upon the shipment of aircraft to Canton from Manila.

On the other occasions when the matter has been mentioned to the United States Legation the latter have replied that they were perfectly aware of the exist- ance of the traffic, but were unable to do anything to prevent it. This explanation has been coupled with an allegation, unsupported by any evidence, that British firms have acted in a similar manner; but I have no reason to suppose that the charge contains any truth.

Since writing the above I am in receipt of a telegram from His Majesty's Consul-General at Canton reporting that ten aeroplanes reached that port from Manila in a French steamship on January 3rd.
